    That passage is not saying if two or more people PRAY or even WORSHIP together in agreement that God will be with them. This passage is specifically talking about sin within the church and how to deal with it. See the context of the passage:

    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
    Dealing With Sin in the Church
    15 “If your brother or sister[b] sins,[c] go and point out their fault, just between the two of you. If they listen to you, you have won them over. 16 But if they will not listen, take one or two others along, so that ‘every matter may be established by the testimony of two or three witnesses.’[d] 17 If they still refuse to listen, tell it to the church; and if they refuse to listen even to the church, treat them as you would a pagan or a tax collector.
    18 “Truly I tell you, whatever you bind on earth will be[e] bound in heaven, and whatever you loose on earth will be[f] loosed in heaven.
    19 “Again, truly I tell you that if two of you on earth agree about anything they ask for, it will be done for them by my Father in heaven. 20 For where two or three gather in my name, there am I with them.”
    God is a just God. When a person within a church is confronted about their misdeeds, yet do not change, the next step is to bring in witnesses to confront the person as well. And if that does not work, the issue is to be brought before the church. This is saying that those who come together in accordance to HIS will in HIS name regarding a SINNING brother, He will be with them – it’s a reassuring that you are doing the right thing in confronting the issue in that manner and God will bless it and have His mighty hand upon the situation and appropriate justice will be brought.
    It’s not just a light happy thing “Lets get together so God will be with us!!”. If you are a true believer the Holy Spirit lives WITHIN you. You do not need to “invite Him to this place” to “feel His presence” through the gathering of other believers. Joshua 1:9b promises God is with us WHEREVER we go – including the LONELY, empty places, even scary places, where it’s hard to FEEL His presence. But He promises He is ALWAYS there even when we cant feel Him.This is perhaps one of the most commonly misused scriptures within Christian circles.
